True even when the person also consciously remembers the event. It is such a key point that this is not just about repressed memories that we don't have conscious memory of. That is why people who have been working for years in therapy to overcome PTSD will say that while logically they know the danger is over, that it is not their fault, etc., still have emotional triggers. This book is so good in describing the need to approach those emotional memories from another angle besides talking about them.
